CECELIA A. TABOIS, CPA, JD, MBA
President & CEO

After a rewarding career in the private sector, Ms. TaBois began consulting with seasoned professionals, some of whom are now advisors and consultants of TaBois Financial and Business Solutions, LLC (TaBoisFABS).

Ms. TaBois is an Adjunct Professor of Accounting at The Busch School of Business of Economics at The Catholic University of America. She brings a wealth of experience in the public and private sectors to this firm: government contracting, accounting, audit, compliance (regulatory and Sarbanes-Oxley), corporate governance, finance, internal controls, risk management, process re-engineering, systems development/implementation, tax compliance and planning services for private individual and business clients, and has assisted startup businesses seeking venture capital.  Her 23 years of corporate experience at ExxonMobil (Mobil Oil) included external reporting (annual reports, SEC filings, etc.), mergers & acquisitions, accounting research, financial accounting, tax planning and reporting, as well as financial systems development and implementation.

She is a member of the Virginia Society of CPAs, American Institute of Certified Public Accountants, American Bar Association, Tysons Chamber of Commerce, and a variety of community and civic organizations supporting the arts. She holds a J.D. from The Catholic University, Columbus School of Law, licensed to practice in the Commonwealth of Virginia, M.B.A. from Pace University in Management Sciences (Statistics and Operations Research), and a B.S. in Accounting from Hunter College (C.U.N.Y.)

ROGER M. POOR
Senior Advisor, Board of Advisors

Mr. Poor brings a wealth of financial and operational experience to TaBoisFABS. His professional career has ranged from management consulting and practice management for Ernst & Young, to CFO positions with a number of companies. He has worked in turnaround management, and has created financial models and business plans that have successfully attracted venture capital investment in early stage companies.

Mr. Poor has developed particular expertise in the Government Contracting sector, where in addition to the finance and accounting function, he has exercised both hands-on and executive responsibility for management of indirect rates and cost pools; cost proposals, labor pricing and contract negotiations; contract and subcontract management including all types of fixed price, time and materials, and cost reimbursement contracts; and liaison with GSA, DCAA and other agencies.

He is the author of several articles on economic development and international business in journals. He holds an M.B.A. from The Wharton School, University of Pennsylvania, and a B.A. from Princeton University.

ALLEN SPINKA
Senior Advisor, Board of Advisors

Mr. Spinka has 46 years of financial experience, with 41 years in Defense contracting and subcontracting in both manufacturing and service industries. He has broad experience in FAR, CAS, CAM, job costing, program financial management, foreign military sales, earned value management, and regulatory compliance. He has held financial positions at all levels, including 25 years at the Controller/Director of Finance level and 6 years at the CFO/VP Finance level.

He is a retired USAF Audit Agency Audit Manager, with extensive experience in acquisition systems. He holds an M.B.A., M.P.A., and had an active Top Secret security clearance during his career.
